The California Energy Commission established the Energy Code Compliance (ECC) Program, formerly known as HERS, to address problems in construction regarding the installation quality of HVAC systems, health and safety, and energy efficiency.
The CEC requires that a third-party inspector, separate from the installing contractor, MUST verify that the installed measure meets the criteria outlined in the California Building Energy Efficiency Standards.
The ECC Program has since expanded to cover other building systems, including the building envelope and plumbing.
As ECC raters, we’re licensed third-party inspectors who make sure residential projects meet California’s Title 24 energy efficiency requirements.
